That is not a screw it’s an opening in the plastic plate and what you are seeing is the horn button plate. It looks like a screw from this angle but it is not.

I looked at the plastic bushing and it looked good. I guess I can try to replace it, where can I find one?

It’s not pushed on all the way, i just put it there for the picture. Also when I do tighten the bolt down there is a larger than normal gap.
