    The hardest part might be getting to the screws that hold the metal cover between the pad and the windshield if the glass is in. You'll also have to pull the gauge cluster loose or out. I don't know if the FSM shows a good picture of those details? I can't find a good picture of just a dash pad...

    The tilt columns were sourced from GM and have a different spline on the shaft. Intermixing tilt and non-tilt wheels is not going to work.

    75 to 79 B-body is the easy answer. But the R-body 79-81 will also work, those care are realistically still B-body with a different shell on top. 73 is when the front suspension got updated to this style but I can't say for 100% that the 73/4 parts will work.

    The two years from new to when it was "purchased in Wethersfield CT. In 1981" is plenty of time to have an owner wreck a seat or two and have a dealership change them out.     It makes the job waaaaaay easier. removing a hand full of screws and a couple bolts is well worth it to make easy access and space.
