How can i track my dads first car!!

Can someone give me some intel on how i can go about doing so. He nows the plate # but not the vin. The car has been gone for about 25+ years.
It was a lighter blue 69 rt/se, performance 440 car. How do i start if possible

without the vin i dont know of a way even with the vin its tough.
 
It's probably going to be different state by state, but start at the DMV. Department of Motor Vehicles where you get your tags. They'll be able to tell you if you'd need more information. From there it's foot work. In my case, I had a vin and they "gave" me they current owners name for a few bucks. It can get to be a problem if someone sold the car and didn't title it. Then, it's foot work. Asking questions, who bought it where did they live, etc. Don't rule out asking neighbors if it goes that far. Also post it here in the lost and found. Give as much information as you can. Pictures would be great if you've got them too. Good luck.
 
Texas you can use a plate number, but all they will be able to tell you is who the last registered owner in Texas was. If it left the state, you're out of luck. Don't know about Penn.
