74 ROADRUNNER seatbelt rebuild?

I just got my Dad's 74 RR to my house. It has 38,000 original miles. It needs some restoration work on the interior. Not a whole lot just a few odds and ends. I have found everything through legendary and year one except a rebuild kit for the factory seatbelts. I've viewed threads here that have guys modifying the the top tensioner to stay in the open position. I'm not comfortable with that. I'm looking to find any info I can on getting them to function with ease. I know it's a garbage design but the car as it sits is almost all original. Poly glass tires and all. If anyone can point me in the right direction it would be much appreciated.

what exactly do they do/not do?
 
They hang-up when trying to pull them out and are a chore to retract.
The ones in my 75 work like that. Its a one piece lap/shoulder belt. When pulling the belt out of the retractor across your lap, if you slow, speed up, or stop the motion before the buckle is latched, it'll lock up. You then have to let it retract completely and start over. An even and steady pull must be maintained to keep this from occurring. Not a well thought out design in practice anyway. If someone knows if there is a simple mod to remedy this I'd like to try it.
