trying to figure out this little black knob about an inch in diameter hanging down from dash just to the right of the ignition switch. It has electrical connected to it but doesnt turn or rotate.

Agree. Perhaps some previous owner used a nut and bolt as a termination point for the ground of some electrical stuff?
 
Looks like an old start pushbutton to me...turn the key to run then push to start. (Guys would sometimes do that as a quick fix when the ignition switch went bad) Or...it's for one of those old-time horns!
 
That is kind of what it looks like to me something like that it looks factory .
 
Factory would not have soldered the switch into the wiring harness. It would have had a connector. Have you powered the dash to see what it does? It could be a makeshift dimmer switch for the instrument lights. I see a red wire and maybe the green wire is connected to it. If you grab a test light and wiring diagram you might be able to figure it out.
 
So, it doesn't rotate or push, it does look like a potentiometer of some sort from that picture. Like it's supposed to rotate but is stuck against the dash panel, or frozen internally? Definitely not factory...Time to grab the wiring diagram and start tracing the wires.
 
It does look like a pot or rheostat. It also looks like whatever was connected to those two terminals up top has been removed.
I'd imagine that the red wire is power in, but I don't see anything connected to the output.
