Was working, now stopped. No power. Think it was collateral damage from efi or other underhood job. Where does this wire go? Black one secured to body by Phillips. Gotta. E a ground right? Side note, there is a wire coming from the ancient MSD Box that goes into the washer power fitting.

Should be a riveted on end.. that broke off the wire... attached to the pump for that ground wire.
 
Looks like your pump has been re-grounded to the screw going through the MSD box. ‘Stock’, that wire from the reservoir should be crimped to the ground wire of the pump.

The plastic reservoir does not need the ground, the attachment screw for the reservoir is the ground for the pump.
 
Here’s the only pic I could find. This is on a 67, I believe my 68 was the same way. In this picture the radiator is blocking it but there’s a non-insulated crimp connector in the ground wire. Splices the tank wire to the pump wire.

Originally went to one of the pump motor rivets.
