Will 63 start with instrument cluster removed?

I took the cluster out to access the push button assembly. Original problem was jammed park pawl, could'mt select N, no start! No with new selector cable, and trying book method to set correct length, but with N now selectable. no start. Per the wiring diagram, instruments should not cut any start or run circuit. NO???
!
 
I don't know the early models well but if there is an ammeter that is not connected, the wires to it need to be tied together to power up the ignition switch.
