On the wiring harness for a 69 Charger with A/C what is this red wire used for? A test light shows that it has power when the key is turned on.

Lighter circuit is battery hot and red in color. For sure red on the 68-70 b bodies along with most all I have seen. Pink is 12 volt hot and mostly used in dome, map, and courtesy lighting.I can’t recall cigar lighter connector being straight with red wire. Not at least on my 74 and pretty much the same on all. Should be angled and pink wire. Hot “bat” circuit is pink, not red.
Even less if OP says is hot with key on… should be constant
