Not really a body man but I have painted several vehicles. Most of the time I do the body work, paint the firewall, and jam them, etc. and hire somebody to do the outside assembled body. I don't see excessive filler in your pictures. take some pictures of your present body man's work before he primes it. How else is he going to fix the metal work? I just don't see much hammer and dolly work anymore, and a lot of the new replacement panels need filler in them as well before painting.
Seems to me that I have been seeing a lot of issues with solvent pops, paint coming off in weird ways the last few years on some of my buddies' cars. And it is usually several years between my body jobs, and it seems they completely change all the paints, solvents, etc. every few years so I got to learn everything over. Paint jobs have gotten super expensive as well. I have a buddy bought a 71 Cuda, paint started coming off the hood, same issue as you had, they stripped the car down, new panels and $50,000 later it is popping paint a year later.
