Searching for past history of my car , If at all possible

That may just apply to CERTAIN information, because I made my requested to the PA bureau around 2015. I did not need the previous owner's permission. They gave me his name, but no address.
As stated, there are 12 exceptions to the rule where information may be provided. Also, each DMV may observe different restrictions. I keep the worldwide registry for Austin-Healey 3000 Mk III cars. The NC DMV gave me access to the ownership histories for those cars in North Carolina, but only within one of the 12 exceptions. It is up to the DMV to decide if an exception is applicable. I got the registration history for one car from the DMV in Georgia, but I had to provide written approval by the current owner in Tennessee.
 
I was just replying to an email I received today from an Austin-Healey owner who was looking for the ownership history of his car, when the latest entry to this thread popped up. It reminded me that I have always maintained a detailed trip and maintenance logbook on all my cars (Yes, I'm weird that way, as well as OCD). For cars I sold, I included a copy of the logbook that documented its history in words and pictures during my ownership, most of those went back to new. I sold a '96 Miata on BaT in 2022 that I bought in 1998 and included the logbook. The next owner sold it on a year later after he wrecked it, but without the logbook. So much for recording history of a car.
My Charger just finished a 2-1/2 year restoration and its logbook goes back to new. I wonder if the next owner will appreciate what it is and what value it has, and not just throw it in the trash but add to it and pass it on.
