As stated, there are 12 exceptions to the rule where information may be provided. Also, each DMV may observe different restrictions. I keep the worldwide registry for Austin-Healey 3000 Mk III cars. The NC DMV gave me access to the ownership histories for those cars in North Carolina, but only within one of the 12 exceptions. It is up to the DMV to decide if an exception is applicable. I got the registration history for one car from the DMV in Georgia, but I had to provide written approval by the current owner in Tennessee.That may just apply to CERTAIN information, because I made my requested to the PA bureau around 2015. I did not need the previous owner's permission. They gave me his name, but no address.
