Just looking on my phone so not the best but I think I could see the holes for the wheel opening moldings that have been omitted along with the body moldings. Probably didn't have them or didn't/couldn't find replacements. Can be spendy if found.
I was always under the impression it was the company signature. Like an artist signature on a masterpiece (painting). They only require one signature, not one in all four corners for balance or continuity. Just my opinion you're welcome to disagree.

I did Google instrument panel for a 1967 charger and didn't see anything similar. I did see a t-handle that looked like a inside hood release. This T-handle was on the left of the steering column in line with the headlight and wiper switch
