Looks like someone added some filler plates to the inner sheet metal along with an outer plate. I couldn't find much for pictures of mine that would help. I did find one pic of the area when mine was on the rotissarie. No filler plates in mine. I'm sure someone has better pics of the area.
The air grabber is designed to close when the car shuts off. The solenoid opens the vacuum connection when the car is shut off. This way, it is protected from a heavy rainstorm or other stuff blowing into the opening.
Replacement pumps from CarQuest, Auto-Zone, O'Reily are junko.
Parts built off-shore in China use low grade parts, and have poor reliability.
Better to spend the $$ and buy a better quality pump.

Looks like someone welded a thick piece of plate steel on top of that area. I think it’s was hit or rotten underneath. More work and money just added to your resto. Good luck
