Here is what I have done with a sticky heads in the past: Put a couple of head bolts back in (one on each end of the block) but you don't want to tighten them up or cinch them down. A couple of twists in the threads will typically be enough but make sure you have them firmly into the threads...

With the engine running (at idle) and with the nipples blocked off, pull one and see what kind of vacuum there is. You can hook your dizzy up to one that is showing manifold vacuum and see how it works but typically the later emission ladened cars used what was known as timed port vacuum port.
