1966 Belvedere II Wheels

From the factory, were the wheels on a 1966 Hemi Belvedere II, painted to match body color?

I read there may be differences regarding Premium code.. I also read that the wheels regardless of body color were black IF they had the 9 3/4" hub caps as shown below. Or am I wrong and some came with painted and dog dish poverty caps?
