1967 Belvedere steering column re-assembly help request

So after 12 (15?) years of having my 1967 Belvedere I's interior apart, I am attempting to put it back together. Specifically, the steering column upper and lower collars.

Years ago I removed two large Phillips screws (not sure why)(photo) when I painted the interior. I kept most of everything in a bag or box and have been able to figure out where most of it goes.

What did the Phillips screws attach to? Square nuts is what I have found in the manual (photo) and in discussions.

I've seen square-headed bolts instead for other year columns...


I am trying to figure out:
1. Can I fish the nuts in there somehow back onto the Phillips screws?
If not:
2. Do I need to take the entire column out to disassemble it, in order to get the upper and lower collar back together? Do I need the special tools?

3. Do I need to remove the allen screw/gearshift tube?

4. Can I remove the upper bearing while leaving the column in the car?
I've removed the snap ring and rubber grommet already, which gives me some access to the bearing...
