1968 Charger rear bumper missing bolts?

Where does these holes on the rear bumper mount? Anyone else’s look like this?

There is supposed to be a clip nut on the rear crossmember.

Looks like your gonna need to do some bending on those tabs. They need to wrap under the rear valance. The bumper on mine is the original animal.

Each side should have a u-nut clip to run a bolt thru. I just installed the bumper a few days ago and this is what it looks like underneath the bumper. My bumper is slightly off center, so I haven't fastened it yet.

Is there a gap between the valance and guard? Mine is pretty close now, but when I line up the guard hole to the hole in the support it pushes the guard out creating a noticeable gap.
