1968 Satellite E brake cable

I'm removing my E brake cable (main) on my 1968 Plymouth Satellite. Where it goes thru the torsion bar x-member is what I'm having trouble removing it. I did this task a long time ago but I honestly do not remember how I did it. I tried hammering the top of that blunt piece the cable goes thru but with no luck. What am I missing here? Could it be rusted shut? Is there a clip holding it on? I've attached a few pics.

It just simply sits in the frame hole & should just pull out. As you said, it's rusted in.
 
It should have one of these clips securing it in the frame. You should be able to drive it forward out of the clip with a punch.

if your replacing it, just cut it with a grinder..........my answer to everything lol
 
I had to cut it flush and knock it out with a deep well socket.

Thanks for all of your replies. I should've stated that I'm trying to save the cable. So I will try to punch it out or cut away at the clip.

hunt2elk, I'll keep you in mind if I need one of those clips if you're selling them.
