1969 Charger Tail Light Finish Panel or Just Paint?

I'm at wits end.... On our '69 Charger SE restoration, I am trying to figure out if Dodge used a finish panel or if they just painted it. I see pictures with black in between the tail lights, then I see pictures that have the body color in between. I do not see any holes for fasteners and I do not see anything online to purchase. I'd love some help, for this weekend warrior. Thanks in advance!
 
Far as I know 69 chargers were painted.

It’s painted. They used organisol or something like that in the factories. I just got mine painted satin black and it looks good

69 Charger tail panels were painted with black Orgainsol. In 1970 they had a trim finish panel that covered up the tail panel.
 
70 is 1 year only had trim panel , 69 painted black.
 
No trim panel in 68 or 69, just the one year in 70, as others have said. It's a Organosol or Dizzler DDL-9355.
