1969 roadrunner brake pedal

Any one know why the brake pedal wont come up to engage rear light switch. The pedal comes up about .5 shy of the rest position which makes contact with rear lights. Brakes work fine. Dont know if there is a missing spring ?

The only springs that return the brake pedal are on the brake shoes !
