That's not a 1970 steering wheel. 71 or up probably.

71-2. They didn't have a lower bearing. 70 doesn't have the key release lever on the collar or that steering wheel..

The column may be a 70, but the steering wheel has buttons for the horn which they did not in 70. Also the deluxe wheel in 70 was pebble grain and I'm not referring to the wood grain wheel. Hope this helps.

No problem.
Next question will be is it for power or manual steering? You said the shear pins are gone. Does that mean you can move the lower shaft in and out?
Looking at the splined hole on the coupler it looks like it is for power but it best to measure it. Power has a smaller hole than manual.
 
Tell me what to do yes the shaft is free. Whatever it takes thanks again
