1974 Charger Inner Fender, What Goes Here?

I was looking at the inner fender on my car and noticed a rather large hole. The parts car I have doesn't have it, probable because it's a small block car. Can anybody tell me what goes here? That is the correct rubber to fill in that space. The big block cars had that cut out on the right side fenders
