318 rocker arm not moving

Engine was stuck. I got it unstuck and running. Now number 1 exhaust rocker is not moving. Could it be a stuck valve or something else?
 
Either the push rod is off or bent, or the cam lobe is gone.

It was probably a stuck valve that made it something else.
 
Could be a bent pushrod and the lifter is stuck up the borehole away from camshaft so the tappet doesn't tap it anymore. Big block can swap lifters without pulling the head... correct? I can confirm that for a 1966 383.
 
I've swapped lifters with the intake on.
You can swap them using a magnet if
your lifters aren't mushroomed. Easy
does it. Take your time to snake them
out.
