3nd fender tag- blank

I just bought a bunch of 73/74 parts that basically came with a 73 Charger.
There are some interesting things with the fender tag(s). I haven't decoded yet, but they are bare metal (like) and not rusted and the first tag is not even close to full and there is a second, blank tag????

It's a fairly well optioned car, but not like my 74, which only has one tag IIRC.

Any info?

OOOOOps, fumbled the 2 key- it's 2nd tag, not 3rd (or 3nd!~!)
 
My 73SE came with 2 tags also. At first thought it was blank, but on a closer look, found single letters and a number randomly stamped on the tag. And 1 of them is stamped from the back side. I have heard that some odd things were done on the assembly lines(mine was Lynch Rd)that the workers may have done this as a way to confirm an inspectors mark.
 
Sounds like a Lynch Rd built car. The tags were unpainted, the second tag is an inspection tag as Daytona71 mentioned.
 
Looked again today. 2nd tag has a backwards 6 or 9 on it.

Another interesting bit...It's coded for JY3 light gold paint, but there is no evidence of anything but Y2 "yellow" anywhere. Inside trunk is nice and somewhat shiny, so are floorboards (with smoe quarter sized rust). The interior is tan. I'm looking that up now. Hopefully it's the $700 tan and not the $875 gold (vs the $550 everything else).
