does anyone know what made these engines special? compared to the basic 440?

Ford made a 440? Intercepters were a Ford only term. :)
But if you mean the police engines, the 440 Pursuit Special had the same ratings as the Magnum or Super Commando. There were often some add-ons, such as power steering coolers or extra heat shields and higher strength silicon radiator hoses but the engine itself was conventional.

what made the cop cars different was the axle ratio (long legged). so your 3:91 RR's, GTX's etc would be caught up by these cars.

Not sure what you mean by 'long legged'. I would think most cop cars came with pretty standard 3.23/3.21s, which was about the same as most cars. Lights and a siren would probably go a lot further to catch someone than gear ratio.

Most I can remember servicing were closer to 2:73 gears. Larger exhaust and mufflers with registration # we had to report the original to Chrysler to get replacements and return the old ones. Iowa 1974

You are close, but Ma Mopar never used a 2.73 gear, that was GM. Mopars had 2.71 and a 2.76 ratio depending on the axle that it was in.
