Is it possible to tighten these up?(non-remote style). The driver side is okay, but the passenger side mirror will point down as soon as I start driving it--it just won't stay put. Remove the glass, tighten them from inside then put the glass back in maybe? Or a better way..I know these aren't that great to begin with, but it would be nice to not have it be 100% useless if possible.. thanks!

Never opened one up, but I would almost bet that there is a screw under it to tighten it up, just like the inside rear view mirror.
 
A while back I read in a Mopar Mag. that if you apply Super Glue to the ball section then pivot the mirror for 60 seconds then let it set, this will create enough friction between the two parts to hold the mirror in place but still be able to adjust it. It may take two applications. I personally haven't tried it but plan to on one of my mirrors that is a little loose. (Be sure to protect your paint in case any of the glue drips off).

You’re not gonna like this. #1- have to break glass to get inside. #2- there’s a metal strap across the pivot ball(riveted I think), my glass was cracked, so like the lubrication guy that I am; I put a little grease where it moves. New glass & now have to readjust mirror every time the door gets shut!!
