69 Sport Satellite Wheel Moulding Removal Question

So, I have been starting to work on my '69 Sport Satellite and want to remove the wheel moulding. However the screws that hold the moulding are so rusted that they won't move. I've tried penetrating oil, no dice. Anyone have any suggestions? Do I need to basically cut them and drill out whats left of the screw?

I have used a die grinder/dremel to cut a grove for a flat screwdriver before and used that. Or vise grips.
