70 woodgrain wheel to 69 column?

So, I recently picked up a used woodgrain 70 wheel and tried to put it on. The gear for the inner column is smaller on my 1970 column. I assume I have a 68/69 inner shaft inside my 70 column? Is there an adapter I need to make this work? Or, is the only option I have to find the correct shaft?
 
There’s a picture of what I’m referring to as the inner shaft. However, my woodgrain steering wheel is too large and the teeth do not grab onto that inner shaft.

the steering wheel hub doesn’t look like it’s down on the splines in the pic. the threads are gonna be smaller than the splined opening. just my observation
