73 Charger 440 starting issues

New classic industries engine harness. Only 5.4 volts at coil, 9.5 when in start mode. Under dash only 5.4 volts at brown wire which is pin cavity number 22. Car ran rich before I replaced the engine harness. Now car will not start. Has weak spark. Any ideas?
 
So it sounds prior to the new engine harness there were no starting problems? If thats the case then it is the new harness.

Have you inspected the connection at the bulkhead? Did they send you the correct harness?

A rich condition is better than the latter.....but the harness has no effect on fuel ratio...

Voltage drop somewhere, recheck connections. 12 volts in and out of ignition switch? 12 volts in and out of the bulkhead connector? Check grounds at engine from battery, engine to body? Not that familiar with a 73 Charger, but I'd start with a voltmeter at the coil and work backwards to the battery checking connections. I wouldn't think this problem would be connected to rich condition.

I have 12 volts at ballast resistor and 5.4 out. How can I hotwire and bypass all wires under the dash?
