73 roadrunner- turn signal

I have a question. I hope i am asking in the right place. I have 73 roadrunner with rallye dash. My turn signals only work when the headlight switch it pulled. Is this correct?

they should work whether or not the lites are on. you obviously have an electrical issue somewhere. that's all i got.

I was just checking it is when running lights are on or headlights. Also does that center light in the dash always stay on? That is really annoying.
