74 Charger Trunk Question

I have a 74 Dodge Charger and on the rear passenger side of the trunk there is this weird cut/opening. Does a rubber go there or what is it even for? I have been searching videos and other cars like mine and I can't find any with this same mark. Any help is highly appreciated.

I've had a bunch of these cars and have never seen that "cut"
I hate to say this as I see paint there but I think that needs to be welded up
That will do nothing but let water into your trunk and rot out your drop offs and 1/4's

Looking closer someone definitely did that for some reason I don't see it's benefit.

Looks like a tire iron hit it from the bottom. Not factory.
