"Add Photos" button missing in private messages

Is it normal to not be able to add photos in private messages? The "Add Photos" button is missing when I receive or start a PM. It's weird because another member was showing me pics of some parts I wanted to buy, but I couldn't respond with my own pics, other than to find a linkable image online somewhere.
