Am I stupid? : Inside the front fender

OK perhaps I am stupid and did not check properly, but is there a inner wheel housing inside the front fender on a 1973 Charger?
I mock up the front fender and it look quite empty and open. I wonder if I am missing pieces to put over the front wheel?

I think that is the inner access opening to get at spark plugs & such on a big block. If the car came with a small block the opening is smaller, and yes, there is a removable shield to close it off. You should have one like it on the drivers side as well.
 
That looks like a big block car's opening.

On a BB car they are different right to left.

SB cars have screw on sheet metal shields on each side.

BB cars only have that on the driver's side. On the pass side they have a rubber curtain.

No wheel housing that bloc water or crap going under the fender?
 
It's a pretty big and thick rubber curtain-
