Another Belvedere electrical question

Does anyone know what the metal strip (about 16 inches long)
that mounts under the guage cluster is for on a 66 Belvedere. it has holes in it and I believe it goes between the cluster and the dash. trying to put this thing together after 2 years and cannot remember to save my soul.

It does on the top of the cluster along the dash I put the two together before it goes in as one piece.
