Black spots on horn pad

Have the dark green horn pad on a 69RR that has some black splotches on it after scrubbing up. Is there anything that can be done about it? Looks like bubonic plague.

Curious as to what causes this. Thanks peeps.

Possible it was originally black and has been painted?
 
Not black originally. Can see metallic when wet and is green under black spots if nicked. Green all over, even under the folds in back. No fires either.
 
So the black splotches appeared AFTER scrubbing? Or the whole thing was dingy and some spots didn't come clean?
 
Before and after scrubbing. It’s a common thing I’ve seen before on other cars.
 
You are going to have to paint it to make it look nice. Not sure if SEM makes that color? Or you could check with Herb's.
