Brake Pedal Doesn't Return

So just got around to replacing the last of the new SS lines I installed on my 1971 Dodge Charger. Has a new Master Cylinder, Old Brake Booster, 100% new Disc Brake Hardware up front, and old drum brake hardware in the rear.

Put fluid in it and went to pump the pedal and there's no "pumping" it's hard to depress and doesn't return on it's own. What facilitates the return on these pedals? Spring in the Master Cylinder or spring attached to the brake pedal arm?

Looking for some tips/places to begin troubleshooting.

Not sure what spring you are talking about, but just the power booster should push the pedal back up. Is it working properly, and the pedal when disconnected should swing freely.
