Can anyone tell me where this sprung attaches under the dash. I believe one end hooks up to the pin on the brake pedal arm but not sure where the other end goes?

It “looks” like a clutch release fork return spring (if heavy), or a carburetor throttle return spring (if light). It’s hard to judge size in the picture

The spring that goes under there vertically from the column support to the bellcrank pivot has a funky end on it. At least in 66-67

What brake system do you have. Power or manual?

Factory only used a spring on power brakes. Your spring is not a factory PB spring. Many people use a spring when the brake pedal won't return and the brake lamps stay on.
