Clutch return Spring

I have a 70 Charger RT with a 4 speed. I believe it is a stock clutch.
The car was converted from an auto 6 years ago by the previous owner and it looks like there were all new parts.
With the clutch disconnected the pedal comes up to about the height of the brake pedal and then it feels like it goes over center and then comes up another inch. It does not come past this spot all the time with the clutch connected. The clutch return spring attached to the linkage appears correct, I tried shortening one end 1 in or so to give a little extra force but it did not make any difference.
What adjustments am I missing or what's the solution to this?

There is a rubber stop on the pedal bracket, is it in place? This stop should stop pedal in the correct height, level with the brake pedal. Then the clutch adjustments could be made correctly.......

Is the clutch a borg and beck or diaphragm style? From what I have read if it has been converted to diaphragm style then the return spring is not needed and can cause issues.

The rubber stop is there, but it’s only like 1/8 thick and the pedal sits 1inch it so above brake when bend is touching rubber
