What color should this inner tube for my 67 Charger? I’m sure it’s not supposed to be a fine rusty brown. I’m thinking silver?

It was bare metal when new. That's why it's rusted 58 years later.
 
You do know that there are 50+ restoration threads in said section that show all of this in detail ....
