You will want to find a 69 only fender. 68 headlight buckets are different as well as side marker lights.

Not necessarily true if you body man knows what he is doing, see pic. That was a NOS pristine never hung 68 fender last tuesday
now it's a 69 with antenna hole and correct side marker! Magic!

Headlight buckets are in different locations between 68 and 69. That's the reason why I recommended to try and find a 69 fender.
