A "Body In White" could be had with any of those you mentioned, including cop cars. Many cop departments will use either a car painted in white, so that their colors can be applied by either their shops, or the dealership that the car is ordered from or delivered to.

The "special" tags are actually pretty common on fleet cars like cop cars.
Special mask - typically refers to a requested paint scheme outside of normal. Think of cop car paint jobs.
Special handling - typically refers to the car needing attention and prep outside of normal production channels such as paint. "Hey! Pay attention to this one.". It has NOTHING to do with suspension.

"Special handling" tags are not uncommon. The associated tags that those used to be with are probably 'worth' more from a research standpoint than the special tags.
