Is there any chance of removing the filler/cement from a block? I figured it’s just scrap at this point but wanted to see if anyone has had experience trying it?

Never tried. Lot would depend on the content of the filler itself. Might break away or might be like epoxy.

Nope you just can't get to all of it. I tried just my experience.
 
How far up the block is it filled? Never heard of anyone successful at removing it. Its not uncommon to run short filled blocks on the street and run a oil cooler. We have two 440s we short filled. We split a cylinder wall racing years ago. I wasn't a fan of filling them until that happened going over 100mph. It changed my opinion!
