Had to open your video in a new frame to get it to play. Sounded like a vacuum leak at the start but that diminished toward the end. Little bit of belt squeal. Pretty high RPM to hear real clear, lots of fan noise. Was the power steering pump messed with at all. Kinda reminds me of air entrained in the PS pump trying to escape from under the cap. What RPM were you running when you shot the video?
The rpm at the time of the video was 2000,
Power Steering hose leaked and had to replace it(did not bleed it, if needed)
The rpm was high because i was doing a new cam and lifters break in.
I was concern with a lifter not working correctly?
The vacuum gauge stayed in the green which said that it was normal

With the motor running, I would cycle the wheel lock to lock slowly 3 or 4 times and then check the fluid. If you have air in the system that should take it out. May want to have a catch pan below the pump because when (if) it burps, it will push fluid out from under the cap.
