can you get it running
you can fill the float bowls thru the vent tube
like a 1/4" vertical tube in the front portion
in the middle of the front portion of the Holley carb
(have to take the air cleaner off)
see if it runs & if the fuel pump is pumping
or it just runs out right away
do you have a vented fuel cap ?
take the cap off & try to crank it
I assume
you running a mechanical fuel pump & stock tank ?
is it pumping, it may not be, may not be able too
I assume
the filter is installed in the proper flowing direction ?
maybe a clogged pick-up sock/sending unit's,
could be fuel cap or debris from sitting a long time
could be a clogged vent line too
fuel pump would be the 1st thing I'd check next
do you have an air compressor & a like 1/4" blower nozzle ?
you can air pressurize the fuel line, to check for blockage
it should flow free, with ends disconnected
before you remove the sending unit
I'd highly suggest disconnecting the fuel line
just before the fuel pump & blow air thru it,
see if it's obstructed
could be a collapsed rubber line portion,
or rusted & corroded steel line sections,
the org. 5/16" fuel line doesn't take much to clog it,
rubber or steel
if that doesn't result in a good flow, unrestricted
the possibly
the sending unit & pick up is a lil' more work to get too
need to drain the tank "well"
leave it open & air out
(be careful with open gas fumes)
then you need to jack up the car
in the shock well the forward part of the tank
let the rear end hang, put jack-stands un the body
then remove the rubber fuel lines, grounding clip & vapor return line
then you can remove the sending unit fuel-gauge wire center
& then remove the outer lock ring, from the sending unit 1st
you can take/fish out the sending unit/pick up
should have a mesh (was white) sock on it
you could still have clogged tank vent/s
especially if it was sitting for a long time
spider bugs etc. can crawl in them & die,
dust dirt can get in there too,
especially if the car was living down a gravel road
blow thru the fuel lines between the fuel pump exit & the carb too
make sure it's all not restrictive, should be really good flow thru it
that's were I'd start to investigate
if you don't find what you need there
it's something else, maybe internal
maybe the fuel pump rod is worn bad
or camshaft lobe for that rod is worn bad
