Depending on the manufacturer and if the sending unit can be installed 180 degrees off it could be the sender is inverted and the float arm is therefore upside down and sending your gauge a reversed signal. I know this is hard to understand the way I typed it but it happened to me once.
I don't see how swapping wires would change resistance!if it reads correct at half tank you could bend the float arm around so the float is on the other side of the rheostat, just a thought!
