Glove box installation

We have a new glove box liner to install. It has a door for fuse access but also has a flap the I don’t understand where it goes, behind the fuses or in front? Any suggestions on how to get it in correctly?

Either they stapled the flap on the wrong end (bottom vs. top), or you are supposed to slit the flap to go around the fuse box support.
