Headlight doors.

I was trying to open the headlight doors on my 67 Charger, but I was getting a message that the something was locked? Does anyone know what that means? Does the engine have to be running for the doors to swing

You have a toggle switch that locks the headlight doors open. Flick that opposite to were it is. It should work, unless there are other problems . If so. Contact Topher, he has been a contributor for longer than most .

I'm guessing that toggle switch will lock them closed as well?
 
I would try the the motors individually with jumpers first and go from there. They're likely seized .

No, the toggle switch, says hold open. Switch the toggle to the other position, the light should go out. Then your headlights should open and close by just pulling the headlight switch if everything is functions correctly.
Disclosure, I am not very good at explaining electrical things. Someone far more knowledgeable than myself can explain the test method Remcharger mentioned ,
 
As far I know on your model year they should also swing with the engine off. Much more as a weak headlight motor, missing a wire or seized up linkages can’t be the cause.
They work different in 1969 where they changed from electric to vacuum operated headlight doors, those need the engine running

What was the reason for the toggle switch though?
