Randy - Our Chief of Inspections shared the following;
If the headlamps are obstructed, it alters the original factory installation and would alter the amount of light being emitted; hence, it would not be legal. If the covers flip open and the beams are unobstructed, it would be fine.
Only 1940 and older vehicles, with antique or exhibition registrations are exempt from inspection, but still must be maintained by their owners with minimum safety requirements (see inspection manual on our website). If a 1940 and older vehicles has a regular registration, it is subject to all inspection requirements. Keep in mind antique and exhibition vehicles have very limited public highway use. All 1941 and newer vehicles, regardless of the type of registration, must meet the requirements of the Vermont Periodic Inspection Manual. Exhibition and Antique vehicles are cut some slack regarding inspections, but still must meet all inspection requirements outlined in the Special & Exhibition Vehicle Section (see page CAR 10.1). That being said, if these vehicles have regular registrations, they must meet all inspection requirements.

Soo...I guess if I want to do this to the headlight case I will have to do one of two things...Either somehow A. hinge or B. fasten the cover directly in front of the beams to be removable. I have little intention of driving after dark so the instances of needing to get out and do something to the case should be very seldom. Plus, I rarely even see a trooper around here and if I did pass one at night could he/she even tell there were narrow bars in front of the lights in the micro second of passing in the opposite direction? I will consider this for awhile and as with all other mods i'll draw it up and think on it. There is plenty of time before I'm into putting the front together. I'll also print up that picture and tack it up out in the garage and keep looking it over.
