Help 63 Polara power steering

Hi guys
My new to me 63 Polara has a loose power steering belt that I can't seem to tighten.
Looks like 2 brackets that swivel on a bolt. Is it suppose to swivel, I've tried to tighten it and when the bolt is tight the brackets still have a bunch of movement between them. Am I missing something? I'm sure my 67 belveder was more straight forward than this one. Thanks in advance!
