Help ID this bracket.

Can anyone ID this bracket? It looks familiar to me-but? It was in the trunk of my 65 Belvedere when I bought it.

Looks like a snap tie retainer for concrete forms. Not a Mopar piece.

I think that was why it looked familiar but, the hole is rather large for any cable ball end.
